Well, Congress is back in session and while Idaho's Senator Larry Craig may not be present, Congressman Bill Sali is. Therefore it's time for another edition of Sali Vote.
On Tuesday, the first day back in session, Sali voted against a bill that would assist minority and other educational institutions serving needy students, in acquiring and using digital and wireless technology. He also, for whatever reason, did not vote yesterday on a resolution expressing sympathy to flood victims in Kansas. We shouldn't really read too much into that vote; there can be many reasons for a representative not voting on a bill.

In part this bill would amend the Stevenson-Wydler Technology Innovation Act of 1980 to direct the Secretary of Commerce to establish a Minority Serving Institution Digital and Wireless Technology Opportunity Program to assist eligible educational institutions in acquiring, and augmenting use of, digital and wireless networking technologies to improve the quality and delivery of educational services at such institutions.
Defines as eligible institutions as:
- historically Black colleges or universities;
- a Hispanic-, Alaskan Native-, or Native Hawaiian-serving institution;
- a tribally controlled college or university;
- an institution with a sufficient enrollment of needy students as defined under the Higher Education Act of 1965.

This resolution expresses sympathy for the victims of the devastating thunderstorms that caused severe flooding in 20 counties in eastern Kansas beginning on June 26, 2007. Conveys gratitude to the officials and emergency personnel who responded swiftly to the crisis. Recognizes the support of volunteers, donors, religious groups, and charitable organizations for the relief efforts. Commends the spirit and compassion of the people of Kansas.

I for one am willing to give Rep. Sali a pass on the Kansas flood resolution. Look at it from his perspective -- it's his first week back from summer vacation, and you know all the other kids are going to josh him when he goes to the restroom. ("Hey, Billy, could you clean up the toilet paper on the floor while you're in here?" Johnny Murtha would say teasingly.) But, sometimes a man's gotta do what nature requires, and he has to visit the facilities sometime. Obviously, the best time would be when everyone else is out for a vote! I'm sure he intended on finishing up in time to get out to the floor and vote, but as a "narrow stance" man, he just couldn't get the toe-tapping rhythm you need to really work it through the system.
